Introductory Overview
In 2004 the General Management of the Labour and Social Security Office started a process of modernisation of its technological infrastructure, information system and administration processes. All the action that were then taken together were summarised under the name Project Lince, of which the most important part is the application Integra. The basic outline of the Project Lince includes: Centralise the data bases and applications. Improve integrity. More up-to-date information. Create an access Portal for everybody using the Information System. Develop a new environment using Web technology. Used a standard Browser to do all the work. Incorporate the entire staff of the Labour Office in using the new technology. Agile and efficient information exchange with the Provinces and other national institutions. Programme and plan the inspection activities to avoid duplicate actions. Define processes and procedures of the inspection activities. Offer administrative service to the public.

How did the technology you used contribute to this project and why was it important?The technology had to respond quickly in providing a control panel with indicators of effectiveness and efficiency in order to support the planning and programming of the activities of the Labour and Social Security Office and the tracking of results and established indicators.

A part of the Inspectors and the deputy inspectors salary depends on their activities and the results they obtain. With the new system they will receive totally updated information on the repercussions the work will have that is conducted up to that moment. The organization must comply with certain annually planned agreements with several other institutions, such as TGSS, SPEE, CCAA, etc. With the new system it will have a totally updated view of how it fulfils these planned agreements.

FirstWhat are the exceptional aspects of your project? The only one although it affects all administrative applications of the Labour and Social Security Office.
Difficulty
What were the most important obstacles that had to be overcome in order for your
work to be successful? Technical problems? Resources? Expertise? Organizational
problems?The difficulty that the users may have defined the indicators that were necessary to improve their management . We have followed a spiral development defining some indicators in a first phase and as they were put in action they were redefined in order to adapt them to the reality of what was meant to be measured by the organization. Often the most innovative projects encounter the greatest resistance when they are originally proposed. If you had to fight for approval or funding, please provide a summary of the objections you faced and how you overcame them. There was such an urgent need for information that it was well received by the organization and we did not have any problems financing IT

Achieved Is it fully operational? Yes How do you see your project's innovation benefiting other applications, organizations, or global communities? It simplified other applications by downloading them from very time intensive reports that were difficult to implement, which significantly increased the productivity. How quickly has your targeted audience of users embraced your innovation? Or, how rapidly do you predict they will? From the first moment it was appreciated and looked at as a very useful tool to control their work load.
